I'd put a thermometer in the vent to get numbers. You may have a problem with a duct or two not being connected and they are mixing in cooler air. You really can't know without inspection and hard numbers of duct temperatures at each outlet.

What is the temperature at the vent outlet? Surely higher than 40º. All vents should be open to allow full air flow. On the outside, at the furnace exhaust, what is the temperature? Is the furnace actually lit?

Here's a link to manuals for your Suburban SF42 furnace.

So... Are you trying to warm it up FROM 40 degrees, or has the furnace been running the whole time and it still got down TO 4 degrees inside? Maybe you need to let it run for a while if the answer is the former.

1999 Vintage.........SF42

40,000btu furnace
Needs a thorough cleaning of burner, Gas orifice, heat exchanger and blower wheels
http://docs.renegaderv.com/Suburban/...11-05-2015.pdf

Also.....how is your Propane System Pressure?
Furnace is a 'hog' and needs to be feed with good propane pressure. It requires 11" WC----other LP appliances can function properly on lower pressure
And LP Reg has to maintain high flow rate.

IS LP Reg old also?
