Just an observation from a retired heavy equipment mechanic.
The fitting may be leaking at the crimp. It looks like the old hose was repaired with a new fitting at some time. That brand of fitting ( Weatherhead ) looks like it was crimped wrong. There should be a bit of a flair in the steel, just before it meets the rubber hose and there is to much uncrimped area near the nut.

I re, re, read the post and see that it stops leaking when he tightens it. Hold the first nut on the right and tighten the second nut. If the third turns, hold that one too.
