Post the brand and model of your heater as well, that will help narrow down problem areas and pinpoint their location.
Start by measuring voltage at the element, that will head you in the right direction for more trouble shooting, if necessary. If there is 120 vac at the element, you know all components up to that point are good. You then just need to test the resistance of the element.
If no 120vac at the element, you need to back track the circuit, the details of which will be determined by the brand of heater you have.
