Hope you have found your vales by now. If not look for a drawer close the the floor near where the HW tank is. Two of my prior Fleetwoods had the bypass valves behind that drawer. It came out by pulling it forward and then tilting up.

UPDATE:
Found this on line in an "old" manual.
WATER HEATER
BYPASS VAL VE
(IF EQUIPPED)
Well I am not equipped with a shutoff but this will be rectified with the install of a replacement water heater. Thanks All!

I'd bet you are "equipped". I've not seen a Fleetwood coach that was not so-equipped since the mid 90's.

In post #5 center picture.....
You posted PART of the water heater.
So you have access to backside of water heater.
No valves back there???
Bottom line......cold inlet
Top line.....hot outlet
Any line connecting the cold/hot---bypass

by pass valve is not on the water heater, replacing the water heater will not fix the by pass issue. if you are DIY able to replace the w/h adding a by pass value is pretty easy.

the main purpose of a by pass valve is so you do not have to fill the w/h with antifreeze.
