Water Pump sucking air on 06 Excursion

My newly purchased 06 Excursion 39s looses water pressure and appears to be sucking air,( pumps runs and won't build pressure and shut off), when tank level drops below 3/4, any ideas ?

I had similar symptoms and found that the tank fill valve was in the Fill Tank Position.
