Water pump switches do not turn pump on

1996 bounder water pump switches do not turn the pump on.
all three switches do not work to turn the water pump on or light the switch lights. I checked the voltage at the pump wires and both wires, the red and the black and white wire have power?????
shouldn't one be a ground wire?
I did not think there should be any voltage to it if the pump is not turned on or running.
I am not familiar how the latch controller and switches work to turn the pump on. Does anyone know how the latch controller and switches work? and why would both wires to the pump have power to them?
thanks Dave

Did you disconnect the pump from the wires before testing them for voltage? Sounds like a bad pump to me if you have power there and the pump's not pumping.

Don't know for sure, but maybe you're missing a ground wire. I have seen some systems that connect the ground through a switch rather than the hot wire.

If the switches are switching the hot + side and if the ground - to the pump is bad you will read + plus volts on both pump wires when they are plugged in because you will be reading the + volts thru the pump motor. Unplug the wires at the pump and recheck. The wire with the + volts is coming from the switches. The other wire should read ground when you check it with an ohm meter. I'll bet you have a bad ground.

The switches control the ground side of the motor. You will read 12V on both sides of the pump when it is not switched ON. The controller is obviously NOT applying ground to the motor. Here is a diagram of the unit.

It's a bit obvious, but do you have a faucet turned on to let the water run? On our Georgetown, the pump only comes on if there's a demand for water.

It was the latch controller that was bad.
