Why was this not painted?

On my 2017 Bounder 35K there is a 1"X2" rectangular steel tube running from the steps all the way to the rear wheel on the outer lower portion of the bays. You can only see it while laying underneath. The front end of it is semi sealed with some foam spray in stuff. I haven't looked at the rear or the drivers side for that matter. This tube is not painted. No idea why not as it is subject to lots of road stuff. I can get in there and paint the bottom of it and part of the sides, but the top is unprotected. I suspect this tube is some sort of bay box support or something, I'll have to look closer. But why they left it bare metal, which is now rusty, I have no idea.

Easy answer. An RV is built with little to no quality control by low wage earning employees.

I guess you are correct. I got under there and what I'm looking at is the framework for the bay units. They are painted everywhere but the bottom so I guess they sit on the floor someplace and get painted, but nobody flips them over and paints the part that was on the ground! LOL No biggie, at least it appears the parts you really can't get to are painted. I'll get a couple cans of rustoleum and paint the bottom.

Once a year I get under my Discovery and look up. Any rust and exposed metal is painted. Looking for leaks, wear rub points and greasing.
