RV-C Chassis Fault 96 Low Volt 6

Have a friend with a 2015 Foretravel IH45 that is getting this message and none of the light or shade switches most of the time. Not real sure where to start searching. Checked voltage on Black and red wire and get 13+ volts, between black and blue or black and white get 2.5-3.28 volts. with power to rv-c killed we are getting an open no ohm reading.

Where do we go to now in troubleshooting or does someone know what his error code means

The 12V positive is only half of the circuit, the ground is the other half and accounts for approx. 80% of 12V problems for the same reason_lack of attention.
