I think your tire is internally defective. It may balance fine and doing the spin test while mounted is good too. But internally the tire with weight on it is not rolling evenly. I would seek to have it replaced.

I swapped the tag with outer drive and same result. Not the tire. It's something about the tag I think

One more idea as I stair at a spare leveling valve sitting on my desk. Assuming you do have a air leveling valve, what if is was defective or the assembly that operates it. If it were loose or jittery could it osculate at a certain speed. I also say the same for your shock absorber. The absorber valve can be bad and not leak oil, it can also have a blown out bushing.

There might be a chance the ride height valve is oscillating but the shocks are new Koniis. I will inspect the fixation of the valve.

Any chance this started after you changed the shock, could be a defective shock. Regarding the valve make sure all the parts associated including the rods and levers. with it are tight.
