Brake squeak when not applied

I have a 2010 22FB Jay Flight with tandem axle and electric brakes on all 4 wheels. One of them makes a repetitious squeak with each tire rotation. Stops when the brakes are applied. I have taken the wheels and drums off and don't see anything different between the ones that are quiet and the noisy one. Has anyone ever had this problem?

Now we have a 22' Jayco trailer, It's a happy medium.

I could be wrong but I seem to remember reading a story long ago about a similar problem and someone eventually discovered that apparently a flying stone struck had one of the little "screech" tabs on a brake pad and bent it just enough that it touched the rotor without brakes applied instead of as intended when brakes were applied.

Remote possibility to be sure.

Also check for wear on the backing plate.Deep grooves can develop over time.
