When my pump failed to work after sitting all last winter in my heated storage, I took Tim's advice above of unplugging the harness near the water pump and latching relay to reset it.... Plugged it back in and then tried it again and it works perfectly now.

Location of 12 volt water pump

Well, good news. Took the coach into an RV repair shop and they got the pump working by tightening a fuse holder. Going to replace the 12 volt latching relay. The sad news was they were unable to find the 12 volt controller so I'll have to keep our fingers crossed that the pump continues to work.
