Update

Update: It's working. I cleaned the "remote sense" and IGN" wires and reconnected them one at a time, starting and stopping Rig in-between each wire. once both were connected the Volt meter slowly rose to 13.8 or so and tested same a coach (starting) batteries with hand meter. I'm still not sure what caused it, or even if the alternator was really bad. Could have been a wire.

Now horn doesn't work and I need not for registration. Both AIR and CITY are not working. Ugh. Any ideas about that?

Check and report the voltage reading on the two small wires, one should be to ignition switch hot and the other should be battery sensor, one should turn alternator on and off and other should tell alternator how much to charge the battery. Make sense [emoji1303] if one doesn’t turn on and off and the other doesn’t have the same voltage reading as the battery it’s a wire problem.

You should put solved in front of your title thread. Glad you got it. More than a few times I changed a GM starter POS.. cable looks super clean , I don't need to sand/wire brush it it's way over there . Bam right in the keister "one click no start" back under with a hunk of sandpaper .
Start new thread on horns. If both buttons are on the wheel wheel it might have rotary copper / brass brush and commutator ring deal , that needs cleaned.
If you still have old alt. many get them rebuilt and carry as a spare.
you should be able to get tested a auto part store.
