1) They should operate through a charge unit somewhere. Look for "charge voltage" - probably 13v-14v at the house batteries in the sun when not plugged in.
2) Make sure you don't have parasitic draw that is killing off batteries... Check it with an amp meter.
3) Voltage at the water heater, breaker, report back..

Water heater
My 99 Windsor has a small on off switch in the water heater compartment. I would think yours would also. I also have two switches in the coach for the WH one is for propane the other for electric. Hope that helps. Great rig, good luck

That is the charge controller for the solar panel.

If you have Aqua Hot then I would start by verifying that you can heat the water with the diesel burner. If you are unsure when the system was last serviced you will definitely want to change the fuel filter and burner nozzle, gap the electrodes and clean the combustion chamber. By the way, performing the routine service noted above is a pretty easy task so don't feel like you have to pay someone to do it if you don't mind getting your hands a little dirty. Go to the AH website to get detailed maintenance info or post questions. Roger at http://www.rvhydronicheaterrepair.com is a good source for parts as well as information.
You will find that the diesel burner will be your primary way to heat water and the coach and electric will be secondary since it heats slowly and is not great at keeping up with any significant demand.

I definitely don't mind getting my hands dirty...I've left the electric side of the water heater on for a few day and it doesn't even warm up the water so I dont think it works....as for the aqua hot it works great

Take a look at your control board when you have the electric switch turned on, its located in the basement bay where the main unit is and see if the LED for the electric is lit. I haven't done any troubleshooting of the electric element circuit so I don't have any further recommendations but I would start here.
Your coach is the same vintage as mine so you've got an early model, actually branded HydroHot but the same as AquaHot. Here's a link the down the maintenance manual https://www.dropbox.com/s/81ccoilort...l07-03_000.pdf. Page 37 of the manual starts the section on troubleshooting the electric.
For what its worth... the electric heating element in my AH never worked since I bought the coach. The diesel works so well (flip on the switch and the water is warm in 2 minutes) that I never bothered to troubleshoot. Others will probably disagree, but for the way we use it we are fine not having the electric option. The manual even says that electric is a secondary heat source and will take 1-2 hours to come up to temperature.
Again, lots of resources available to troubleshoot if you want the electric to work. But the cost to get it working may not be worth the value that it provides. Good luck.

Nothing to do for the Solar charger it should just work. Heliotrope PV Home
The chassis battery should be charged by a Lambert charger. It is the green finned device in the high current bay, curb side rear. They, of course, are out of business. I recommend a trik-l-charger, they now have 15 amp version.
The Aqua-Hot should be a 432/12 model. As mentioned, fairly easy to work on. The electric side has a switch, relays and of course the element itself. The trouble shooting guide will lead you through it.

After the owners death, Lambert was out of business for a number of years. A couple of long time employees have now reopened Lambert and are building a device that should be "plug & play" with the old one.
