The only time you need the second stage is for very steep inclines which would be at slower speeds. That would be my guess. This is how it is setup on the ISM and 4000 Allison.

My guess is that a previous owner had some problems with the switches. Did some fooling around with them, possibly replaced the switches and covers, etc. and did not get it all put back together correctly.

Only a guess!

I think you are miss informed. I know 2 Monaco’s and 1 Country coach that both stages work down to 15 mph

I just explained this on another thread. All of the Jake activation/ deactivation circuits are fed to the ecm. Trans, brakes lites, cruise control etc... The ecm puts out on one twelve volt wire the current to turn on the Jake solenoids. That wire is split in two with a breakout going to the high/low switch. It mearly cuts or turns on the second three cylinder bank. I haven't seen an exception to this but I would be amiss if I said there wasn't any.

The engine brake on my 2006 Dynasty works down to 15 mph regardless of whether it is on HI or LOW.

Even the exhaust brake on my previous Windsor works down to 15 mph.

Plus, it doesn't switch from one setting to the other automatically like an earlier post stated. You have to manually switch it from one setting to the other. Remember that as your speed reduces the transmission downshifts which will give you more braking power. This is more noticeable at lower speeds obviously.

Both of my Switch covers are Black, but they are labeled correctly and perform the functions that they are designed to do.

You can also check with Northwest RV Supply for the correct switch covers. They have a bunch of stuff in their shop. Don't always go by what is listed on their website as that only lists 10% of what they actually have at the shop. Call them directly to find out.

Sounds correct. That is how my 2003 Dynasty with ISL is wired and functions.

I agree!.... and that is how mine operates.

That said, their could be some very minor differences between coaches due to ECM updates and the likes of ...... but again it would be minor differences.

As stated by Vito someone at some time possibly changed the switch or the rocker and it's labeled wrong and once he knows, what does what, he can order a new rocker that is labeled correctly.
