I've attached a drawing of what is behind the molded cover over the slide locking mechanism. On our '06 Dynasty I would up removing the cover and then removing the units from the walls of the slide to gain access and thoroughly clean the entire mechanism. As I recall, I then lubed it well with silicon spray. The procedure was a success, and that was several years ago.
Before you go for the removal process, you might be able to spray some lube down from the top and up from the bottom. You can then use a crescent wrench applied to the "shoe" that sticks out the bottom to exercise the mechanism. With the wrench, you can easily work the mechanism back and forth to help with the penetration of the lubricant. If you can't get it freed up that way, you will probably have to remove the cover to get access.
Before you do that, you should contact Monaco (or someone else if you can find them) and obtain replacement attachment "rivets". The are reinstalled by placing them in the holes and striking them with a hammer. Unfortunately, I don't think you can remove the original rivets without destroying them.
