I opened them up and was thinking about putting led's in place of the fluorescent lights. I measured the voltage at the input line and am getting 8.7 volts at each of the 3 fixtures.

Is that right or if not, what would cause it? I thought there would be 12 volts at the input line. The batteries are fully charged, I am plugged in charging and I've checked voltage at other 12 volt outlets and am getting full power through them.

Any suggestions will be appreciated.
If you have a switch at the front door and one in the bedroom to turn these lights on and off then your problem is that Monaco used to small a wire size for the long run. We went through a case of lamps before discovering the low voltage problem. My fix was to cut out all the ballast and replace the lamps with LED lamps. That cut the current draw in half and reduced the voltage drop. We did this before changing florescent to LED's was popular so the cost was high. That was six years ago and we have not had a problem with the fixtures since and love that they come on instantly in cold weather. Most folks now days buy LED strips and replace the lamps with strips of LED's. Very cost effective.
