The dirt ought to be in the filters. Get rid of the dirt. The fluid is slow to break down.
Wish I knew if mine had been changed. Bought it with 20k miles.

I think it was in 09 and by serial #s of the transmission. You can call Allison and give them your serial # and they will tell you.

It was more like 2001-2002. My 2004 Signature has Transynd from the factory and so does a 2004 Exec

It depended on what the chassis and completed vehicle manufacturer specified.
In at least '02 they were tested at the Allison factory with TranSynd then shipped to the chassis manufacturer. In the '02 Dutch Star we had Spartan said that Newmar had them fill the system with Dexron III.
