Battery Disconnect Switch Not Turning

I am unfamiliar with these this type of battery disconnect switch. I can turn the one on the right to the off position quite easily, but the one on the left won't turn (I'm also trying not to force it). I don't know if those two holes in the middle have anything to do with it. The one on the left, which is the chassis disconnect is the main one I need to work. Owner's manual is very vague.

Is it broken? Any ideas?

The contacts could have welded themselves together if switched while a heavy current was flowing. I'd start by taking it off the bulkhead and see if you can access the switch points from the back. If you can't take it apart and repair it, I'd look for a replacement.

Time to disconnect the battery cables after taking a picture of course and have a new one to replace it with. They are not expensive and I think I found them on Amazon. There are better options but those are fine.
