Take them off and soak them in a kiddie pool of oxy-clean. If they are too long for the kiddie pool do half and then turn them around. About 1 cup oxy clean. I used some oxy clean gel and pretreated some bad spots but I don't think that's needed.
After soaking zip tie them rolled up and let them dry in the sun
You will be amazed.

I recently took the advice here and ordered some instagone. It is like a dry bleach you mix up in a spray bottle. It actually worked! I had to make sure to keep the blinds wet with it for a period of time. The blinds of the sunny side had to wait until it was in the shade. But I am very please. Amazon sells it.

Bought some last month, it's on the list to do this month.

So did you do this with the blinds still in place? I guess you need to protect the area under the blind?

Still in place. I was concerned about bleaching surrounding fabric. In my case it did not. Always test.
