I just noticed that my coach brake lights come on every time the exhaust brake is engaged. The toad brake lights come on only when the brake pedal is pushed. Is this correct? It seems it could be confusing if someone is following me and is keying on the toad for brake lights. What if anything can be done to make them in sync?

Yes.....they're suppose to come on so that people know the coach is slowing down. When the coach starts dropping into the lower gears with the exhaust brake on, the coach can slow down drastically and people behind you need to know.
