Clearance Lights Not Working
I have a 2004 Holiday Rambler Navigator 43 PBQ. My clearance lights stopped working after picking up the coach from storage. To date i have checked all fuses on the panel all good. I checked every light bulb and potential ground issue. I replaced my light switch as a bonus check. The headlights, side markers and rear lights all work. I assume the next thing to check would be a relay switches in the panel or should something else first? Thank you for your assistance. I have included a picture of the front run panel.

I would have thought ground, but looks like you already checked that. Of course a rodent could have chewed up a wire for the clearance lights.

Do the two side marker lights work?
Are both the front and the rear overhead clearance lights out?
I agree. Check for a bad ground. You can run a temporary ground wire from the chassis up to one of the lights and temporarily connect it. Just make sure you connect it to the proper side (ground).

Side markers both sides working. Just top clearance lights front and rear are not.

Do yo have the "ICC" button on dash? On my 2002 Holiday Rambler Endeavor I have that switch, which allows you to blink top markers, front and back to signal a "thanks" to other drivers after passing. Most trucks (semi's) had these for many years. Could that switch cause your issue?

Smart Wheel ICC switch was checked. Side bottom marker lights flash with the switch.

I'm not sure that the side markers flashing with the ICC switch is correct. Pretty sure only the top front and rear markers should flash. My switch is on the dash, are you saying yours is on the smartwheel? Maybe you have an issue with the wheel/switch. Getting a bit over my pay grade, but I'll bet someone here will have some better advice! Goood luck!

I had this issue after I installed new plastics on my dash and side console, had a devil of a time figuring out why my Clearance lights would not work. I thought for sure it was something related to the ICC switch on the side console, and spent more than a few hours trying to debug it. In my case, it turned out to be a connector under the dash where the ground wire had pulled out from the connector (I had been working under there as well recently) and I hadn't noticed it. Simple fix, but what pain in the *ss to find!
I know, probably not to helpful to the OP, unless they too have been messing around with their wiring harnesses recently.

Resolved
Finally resolved the issue with the clearance lights. I put in a new headlight switch and replaced all lights bulbs. So i went back to step #1 to check for loose/bad ground wire again. End of last season i had a Furrion Wireless Backup Camera installed. It was in good working condition up to time i stored the coach away for the winter. The installer power the camera with the 12volt source of the middle red clearance lights circuit. Behind the camera they used a poor grade tape not crimps. This is where i found the bad ground wire. I crimped the wires the camera powered up the clearance lights worked.
