I took the ring terminals off, cleaned them with a stiff wire brush, and reinstalled them. The cruise still won't set.

I checked continuity through both sets of terminals on the brake switch. They are normally open and close when the the brake pedal is pushed.

I found three fuses marked smart wheel and all look good and ohm out as good.

I took the cover off the steering column and none of the wires are frayed. I removed the switch gear off of the smart wheel. They are sealed, but the connections look good.

Any ideas where to look next?

I have a couple of things that aren't stock. There is a wire running from the rear of the coach to the cockpit. It has a female bullet connector at the rear and runs to a red LED in the front. I think it went with the toad aux brake system to let the driver know when the toad brakes are engaged. The other wire connects the wiring for the 7 pin trailer connector to a blue wire in the bundle of wires right next to the brake pedal switch in the generator bay. It runs almost to the connector at the rear of the coach, but I didn't follow it all the way.

I forgot about the smart wheel troubleshooting. I'll check that out.

It's fixed! I took off those ring terminals in the picture and cleaned them to no avail. Then I called the PO and he'd had the same issue and said he'd "pulled off" the connectors and reconnected them and it worked. It took me a few minutes to realize there were four sets of wires on the switch, two ring terminals and two spade terminals I'd not seen. I found the spade terminals behind the wiring harness and cleaned the terminals and reinstalled the connectors. Viola! It works! You guys told me the same thing, but I only saw the ring terminals and figured mine was just different.

First thing I'd check is the brake lights.. Working Normally.. Odd. Partially lit? Fully off. This affects the cruse control for it too looks at the brake lights.
