On both my '01 HR gasser and '03 HR diesel the radio fuse is in the panel of the outside storage bay just behind the driver's front wheel.
There's a fuse location diagram on the inside of the panel cover .

Many times there is an inline fuse behind the radio.

On our '04 product (diesel if that makes a difference) it is located in the rear (bedroom) with the 120 vac ckt. bkrs.... There are 20 or so 12 vdc fuses. Radio is #16 a 5amp fuse...

Sorry if this is obvious, but many coaches have a switch in the back bedroom that can turn off the radio. Did you try all combinations of front/rear switch positions to see if any will enable the radio?

Ours has a set of switches under the dash that controlled power to the TV and dash radio.

Why not call Monaco? Have your coach number in hand, and tech will tell you where any fuse is located and the number designation. I have found them invaluable in the past and usually right on with the information.
