Fuel injector linkage sticking.

I have a 1996 Monaco Executive with a 300 hp cummins Diesel engine. I am having trouble with the fulcrum lever sticking at 1000 rpm. Something was missing that I assumed was a spring the first time it did it. I have tried over the counter springs which haven't solved the problem. It accelerates okay but when you let off the foot feed to go to idle it sticks at 1000 rpm. This causes the brakes to heat up when trying to stop. If you shift into N it won't let you shift back into D or R.
Any help would be appreciated.
A part # or description of the spring?

Dodge/Cummins 94>98 vintage with an inline injector pump, had a campaign to up date the return springs. If memory serves , they may have installed dual springs.
They also had problems with the throttle stop wearing into the linkage, causing an erratic idle speed.
I'll see if I can find info on the spring P/N .
Any chance you can post a picture of your linkage so I can tell you if what you have is the same as the pick-up trucks.
