The lift pump on the 8.3 of your vintage is a known problem. Cummins actually had a technical service bulletin on them, initially just to replace the gasket and then the whole pump but abandoned the recall after a while (probably costing them too much $$$$).

You do read reports of the lift pump leaking but in reality an infrequent problem. Most people just keep an eye on it and if it starts leaking repair then. Most people opt to have the whole thing replaced but if it starts leaking you could try tightening the 3 bolts that hold the pump to base.

I found a source for a gasket and carry one as a spare figuring I can try to repair to get me home. The source was from Capital Volvo Truck and Trailer, Montgomery AL. The part # is 4928511 and cost ~$8.

I bought a couple of the gaskets Jim is talking about. It looks like you can get a little more life out of the pump if it starts leaking by replacing the gasket. Others have just bit the bullet and replaced the pump with the latest model.
