Your 2002 Cummins 5.9, should be equipped with the problematic VP-44 fuel injection pump; 2003 was the change over year to the HPCR system ; and a lift pump, if the lift pump is failing ( poor pressure & fuel flow) the hard start after a filer change is a common sign of problems with the lift pump, as there isn't the fuel flow to help clear the air pockets out of the fuel system.
Time to check the lift pump pressure/fuel flow.
Is your fuel filter housing on the side of the engine or has Monaco relocated it?
The original Cummins location has a bleed screw to clear air from the system.
JMHO:
Question ? buxtonworks, are you posting from a cell phone ?
Punctuation, or capital letters would make your post more understandable.

Thanks skip I'll look to see if it has a bleed screw on top it would start as soon as it turned over before I changed the filters there located on passenger side of motor up high and one outside of frame same side about the same hightime looks like two nuts on top of filter housing

And again thanks for the reply
