My read of the 2005 W22 wiring diagrams (link
here) says that if fuse 29 (STOP HAZ/FAN RLY) is intact you should be able to read 12V at the flasher relay input. If you can read 12V there, and the relay is working correctly, then I conclude the mutlifunction switch (turn signals, etc.) is broken or the wiring between the relay and the switch is broken.
