You might think about the two relays that Ivylog suggested. I have the Smart Wheel and found that I only had nine volts to my headlights. The electricity has to go through several contacts before it gets to the bulbs. If any of the contacts get even a little bad you loose voltage. I installed the high and low beam relays and now have 12.5 volts to my headlights. It was a good mod for me.

Also did the relay thing after smart wheel module burnt the plug in up!
Pulled circuit board out and placed in milling machine to remove part of plug and board to get down to something I could solder wires to so I could control my new relays! Works great!

THEY WORK! Got the new SM210 SmartWheel controller in yesterday and I now have headlights!

Everything works now except the fog lights. Could be just a blown fuse but haven't checked it yet!

A sincere thank you to each of you who helped me figure out this problem!

I'm a Happy Camper again!

I can't figure out how to turn on the fog lights! There is a button on the SmartWheel with the symbol of two lights back-to-back that I thought might be them, but there is no mention in the owner's manual or the VIP SM210 controller module of the function.

P.S.- just found out that the back-to-back button on the SmartWheel is to flash the marker lights.

my smart wheel has 2 'flash' buttons. One is for marker lights and the other is for the head lights.

My fog lights are controlled from the dash with a rocker switch.

I have searched the dash repeatedly and can't find a switch!

My fog-lights are also on a separate switch on the dash. Could a PO have changed/deleted it?

Is the dash switch labeled "fog lights" ?

Head lights are never fused out side of VW.

First place I would go is to relays in run bay. On a trip from Virginia to Huntsville Alabama lost my headlights drove in the rain at night with just fog lights It turned out that my coach had day time running lamps for Canadian market relay went bad. 2008 Monaco camalot

Not sure what you mean. My headlight problem was solved with the replacement of the SmartWheel controller.

As I told rubber_tramp, my headlight problem is solved. Just can't find a switch to turn on the fog lights.
