Help identify clarify diesel filter primer pump.

95 monaco Crown Royle M11 400hp .
From my understanding its a filter \ primer system. Does it have auto water drain too I guess it is bypassed.Click image for larger version

That dark plastic basin on the bottom is to catch water separated from fuel by the filter. Remove the electrical connection and you can unscrew it from the filter.

It's not a primer, although after you change it, you can pre-fill it with diesel to make it easier to start the engine after changing it

If your filter housing has the built-in priming pump, there would be a "primer button" nearby.
