Problem solved!

Once removed I stripped the valve assembly and solenoid down and ultrasonically cleaned both. I then put a small amount of oil on the bore of the solenoid so that it would not rust.

Once re-assembled I hooked it up to a 12v power source and cycled it repeatedly while blowing through the intake port so that I could 'see' it in operation. No issues.

Here's the thing though, After stripping it down I really can't see any way that this valve would fail. The solenoid is robust and the shaft in the aluminum housing is made of plastic. So in theory, I can't see it failing.

What I can see is what everyone else seems to have reported, they can get contaminated and this can cause an issue. I priced out a new one and they seem to be around $140 so taking it out and cleaning it was well worth it.

With respect to the power issue it seems that the reason the valve was warm was because it was being held in the open (or closed?) position. The rocker switch next to the passenger seat indicates that if the switches are both down then they are OFF. This was not the case with the air step cover. The OFF position is actually ON. So if I want to cut power to it then it needs to be in the ON position. I'll pull the switch and then flip it around so that OFF means no power is going to it.

Here's a pic of the valve when I stripped it down. I did not adjust it, I just cleaned it and this worked very well. Many thanks to everyone for their help!
