I have a Dell Venue 8" with Win8. I first installed the VMSP on my Vista laptop, but I do remember that at first it only showed COM1 ... memory is escaping me, but I think on the laptop I installed from a disk the drivers. Eventually the COM3 appeared. When I got the dongle for the Dell ( to charge and have a USB port as well ) I installed the program on it and again it only showed the COM1 .... I downloaded the drivers to the Dell and somehow the COM3 showed up eventually. I'll try to reconstruct how I got there ... but it needed the COM3 to work correctly.

Thanks for all the replies. I managed to install the drivers manually from the device manager by uncompressing the latest signed driver file downloaded from the VMSPc website and instead of searching for drivers, manually selecting the driver in the uncompressed folder.
The Dell is working fine charging and reading the USB port simultaneously using the Dell dongle. The HP 7" and 8" tablets did not charge with the dongle.

Here is my setup. I use a Dell XPS12 convertible Laptop/Tablet. It's resting on a piece of aluminum angle with silicone bumpers to keep it from moving around. This picture is taken as I view it, through the steering wheel.
