I'll assume maybe your Execuitive is
similar to my 03 Windsor in that comp .
Mine has a rather large plastic cover
held in place by 3 wing nuts

On the back side of that cover is the

fuse location diagram .

Does your block heater outlet (in the engine area) operate? If it does then I'd say it's not a 12V fuse problem. Make sure you reset the GFI outlet when checking if you have 120V out of it.

Those are some good leads. What are the indications that the block heater is working properly?
Which outlets are GFI on your system?
