Hi Vulture47; If your 2000 Dynasty is anything like my 2001 Windsor, the hydraulic pump and motor and the manifold for the jacks should be in the gen. bay in front of the entry step well in the coach. Looking in the gen. compartment it will be located to your lower left. On top of the pump assembly are 3 T handles. To retract a deployed jack you need to turn the T handle counter clockwise to let the hydraulic fluid flow back to the tank. If you have the owners manual with the coach there is a section that explains the process with drawings.
on my 2001 HR Endeavor, the rear jacks retract via an internal spring. One of my jack springs broke and it $1200 to replace the jack so I just fabricated a metal jack stand from 1/8"x2x6 tube steel (in a "U" shape) that I put under the jack before deploying. I can then run a auto jack under it and put upward pressure on the jack when retracting the levelers and it goes right back up.
