First thing I would check is the electrical connections to the gas valve. they could have disturbed the connections as they were replacing the burner. Take them apart and clean them.

It sounds like it getting to much air causing a lean condition. Check the burner tube and see if it has an adjustment to let more or less air to the burner. Closing off the air a little should calm the flame down. Good Luck
