Outside mirrors

Hello again everyone, i am looking for some type of repair kit for my outside velvac mirrors. Seems when driving in strong winds my driver side mirror comes loose an swings back toward the side of the vehicle. I have tried to tighten it however the adjusting bold wont turn.
I suppose the bolt is frozen in place an may need to be drilled out, however before i remove it i thought i would check to see where to get any repair parts.
