Running and Brake Lights Out

I have a Monaco 2011 Knight the running and break lights are out. I checked EVERY possible fuse I could locate - and there are a lot of them.

Could it be a relay? Can you check if a relay is bad?

Suggestions?

In most of our rigs, several relays (that control medium amperage circuits) are grouped together on a control board. There should be one for running/brake lighting. Typically these relays are identical. They can be pulled-out from their sockets. So you can swap a "known good" relay with that of a suspect relay.
