First thing I'd do is remove the plastic shroud at the base of the steering column. Then check the wiring harness going up the side, there should be a wiring harness connector, check to make sure it is connected tightly and then check the wires to make sure there is no damage.
Then start looking at the controller and clock spring.
Soon after we bought our rig I had to change the radio. My VIP controller was under the dash behind the radio and I had inadvertently pulled a wire and one wire came loose from the pin, when I found the problem I could tell this had happened before since it was a shoddy repair. I soldered the wire back onto the pin and all was good. Doesn't take much for the Smartwheel to quit working.
