Step cover

We have a 2000 Dynasty Regent and the step cover worked sporadically for years. Now it does nothing, no noise, no movement nothing when either switch is thrown, driver or passenger. When I try to pull put the step manually comes out about 6 inches and stops, feel like a air pump that can't release air, kind of bouncy.
Any ideas??

My step cover had trouble. It had a Mac brand air valve up under front cap. I removed it disassembled ,cleaned it use some air too oil and it woke back up. For some reason these seem to attract mud daubbers to the exhaust orifices as well no exhaust no switching.
