That is the brain of the toilet that controls the flush and blade function. The problem you are having would be caused by this malfunctioning.
But I would do some searches on the problem, use the search box in the upper right hand corner of the screen. Don't just take my word on it, there may be another problem causing this.
I did have to replace my board along with the other seals. About every 3rd year I've had to take the toilet apart to clean the seals and lubricate the drive mechanism for the blade.
Also, disconnecting and reconnecting the water is a PITA. I bought a wire braided hose at Lowes with the correct ends and put a loop in it. I can hook the water up with the toilet out from the wall and check for leaks before putting it back in place, a lot easier.
