I have used a Foscam to monitor our house while traveling. In addition to the IP camera you need a router and Internet access. The Foscam OS is a bit clunky, but it does work.

The other problem for access is that unless you pay for a static iP from your internet provider you have to have a service that can find your router address as it changes. I can't remember if Foscam provides that. There are other ways to do that like dyndns.com.

I had the house set up to monitor video and send temperature alerts while we traveled. It is great for peace of mind.
