If you have flaking rust, the paint will only hold the moisture in causing it to rust quicker.
Whenever you get road salt on your rig be sure to rinse off the radiator.
I would do what we did on the farm with our old equipment, and that is just run a soft wire brush straight down on the fins. Then it's just a matter of keeping it clean and dry the best you can.

On second thought maybe spray some silicone with rust retarded while using the brush.
Only spray it on the rusted areas as the silicone will collect dust. Need to rinse off the collected dust after use for a little while as the silicone wears off and no longer collects it.

I had mine replaced on my '97 London aire and it did not leak until replacing coolent and the pressure test was done...they took to shop and could not recore...but they had a radiator that was very close to same size and outlets matched and was actually little better sq inches of cooling..was $1200 for new radiater and same for install with fluids ect...had other service done at same time,,,this is at our local bus shop...jeff
