TV raise/lower issue

At service center, Monaco built a custom desk with 40" TV raising/lowering out of the top back. I believe that the mechanism that was used is the same one that was used for raising/lowering the external TV. Neither the remote control nor the switch on the side of the desk will start the motor to raise it. There is 3v at the manual switch. Unfortunately, we didn't get any diagrams on where the outlet or motor are located.

With the top hatch open, we can see the top 6 inches of the TV. With draws pulled out of the desk, we can see plywood panels installed to protect the TV screen when the TV is stowed.

Is there a manual crank? Is the motor usually on the bracket where the TV is mounted? Any suggestions? See pic for details
