What is a silver leaf system and can I get it for our 1998 Dynasty

As a newbie with a hibernated Dynasty in our Canadian Winter I now have time to dream about modifications for next year. The gauges on our rig are not working and I have been given some good info as to checking the grounds. I did that but seem to have no change.
Looking at the forum I see some people put in a silver leaf system. I am not sure what that does but in the limited research I have done it looks like I could convert to an electronic dash ?
Questions?
Would that be a good way to fix my gauges including a speedometer that is not accurate ?
Is it terribly expensive to do this ?
Is it easy to do it myself ?
