Winter tools

I have winterized my rig until Feb when we are going south for a few days, I used air pressure to get all the water out and I think I did, I took every connection loose after blowing out the lines and I fould some trapped water, not much. I decided to leave the heat on just in case, I am new to this. My rig has a bay heater in the water bin, I turned t on. The book said that it would pull 12 amps, it did not but the fans was blowing. I think the element is out, has anyone had that problem with a bay heater.
