Does anyone know if the Thor Outlaw chassis comes prewired for electric trailer brakes? It comes stock with a hitch and trailer lights so I'm assuming it's prewired for the modulator unit required for trailer brakes.

Yes, Damon (until 2012) and now Thor has used the Ford/F53 Triton V10 chassis for the foundation in the majority of Outlaw 3611's - Ford wrapped the electric connections for the trailer up to the steering column. https://www.fleet.ford.com/truckbbas...3%20F59_SB.pdf
The optional chassis offered (Workhorse W22 and W24 - '07-'09 and the Freightliner (FRED - '08-'10) also had the wiring provided into the drivers well area.
