2008 Presidio 400

I'm the 3rd owner and have owned this rig almost 1 year. For the life of me I can't figure out how to operate the Front Driver and Passenger fans. The fans seem to be in the wrong location, tucked up high on the window and somewhat blocked my the windshield Electric Shade. I've got a"FAN" rocker switch on the driver side but when I turn the switch to on, nothing happens.

It seems to me that those two fans need to drop down about 6 inches in order to drop below the windshield shade otherwise the air will not be very effective for the driver and passenger. Can somebody help me figure this out?

It’s my understanding that the fans are for clearing the windshield not for passengers comfort.

There may be switches on the fans themselves, and ues, they are for clearing the windshield when fogged up.
