Seems as how BOTH electric & gas use same circuit board, same DC system and same set of t-stat we can eliminate those components.

How do other propane appliances function............great or same low flow issue?
Same .then LP regulator is bad

That would suggest an issue with gas firing circuit from circuit board
Check that wire going to spark electrode connections are clean/tight on circuit board.
Check spark electrode gap is correct-- 1/8" and is engulfed in main flame when it dose light
Check that ceramic is not cracked/tracking to ground when spark fires (watch if at night/dark)
Pull the connectors off of circuit board.....check that pins inside are not bent and have tension so they make good contact on edge connector.
Clean edge connector with eraser on pencil

See #1 about the solenoids
Remove burner tube....clean it out with small bottle brush/pull a rag thru etc......not just blow out with air
Remove orifice in gas valve and soak in alcohol then blow thru it....like a whistle. (low air flow/pressure----do not stick anything thru it)
Reinstall orifice and burner tube.....make sure burner tube is 'aligned' so gas flows down CENTER of tube...if crooked gas will bounce down tube vs flow and NOT properly pull air in/mix with air
Basically.........good cleaning and quick test of solenoids
