I don’t know there must be some sense to the process I just don’t understand I guess you would leave the other two filters in until you got the level below those filters then after that the risk is pulling the last filter out when it’s still partially submerged??

My point was since the filters are "upside down" and both ports at the bottom. When you pull the bottom filter off, there is no way preventing cross contamination of any debris that is at the seal area.

I have a couple of hose fittings on the bottom of the hydraulic tank. I pull the dip stick to the tank, loosen one of the small lines (3/8” line not the large hose) at the JIC fitting and let the whole tank drain over night in a 5 gallon bucket. You will get about 4 + gallons out this way. I then cleaned the top of the tank and blew everything off before taking the collar loose and removing the top cap. When I pulled the filters there was no oil or residue outside the filters or at the bottom of the tank. I replaced the filters, added the oil and then installed the cap. You need to be sure to soak and clean the breathe cap before putting everything back together. I unscrewed it from the cap and because mine was dented, just replaced it with one from NAPA. I found this way much easier than pumping the take out.
