Fuel pump problem

I have a 2000 monaco with a cummins 350. After parking on the driveway facing slightly downward the engine and generator shut down. It was low on fuel so I added 18 gallons. I also removed both fuel filters and found one was full and the other was empty. After filling the filter the engine started and ran for a few seconds then died again. I repeated this one more time. I can't tell if its a fuse problem of fuel pump. Any help would be appreciated.

You need to cycle the pump quite few times. Seems like forever.
