Hydraulic fluid
Pulled dip stick to check level in tank and it has a white milky look. Any thoughts what would cause this?

Hydraulic fluid or engine oil? If engine oil, you have water in it as previously said probably from a coolant leak.

I did just remember that this coach uses 15x40 engine oil instead of AW 46 hydraulic oil like my last coach did.

A leaky seal on a hydraulic pump can draw air into the hydraulic oil and whip it up to a milky foam. After sitting for a while the air will evacuate and the oil will become clear again. My experience was with a faulty power steering pump. I simply replaced the shaft seal for the fix.

I'll add that the bearing just behind the pump shaft seal is lubricated by hydraulic oil, of course, and this passageway is on the suction/intake side of the pump. That's why the seal can leak in air but oil doesn't spurt out.

I'd hope it's just aerated oil instead of water in oil. Draining, flushing with oil, then refilling with oil and getting all the air pockets out is a messy task.

Sending an oil sample off to have it analyzed would be smart move in this case. That way you will know for sure, plus you’ll know what is in the oil, like any high levels of metal, etc.

Jumped the gun on that one. Need to read more carefully. I see from the title it is the hydraulic fluid, and I was thinking engine oil.

Actually, I think Harry's right. We have hydraulic fluid analyzed in heavy equipment just like engine and transmission oil.

Getting it analyzed, IMO is a waste of money.
With the OP's description in the first post, drain, flush, new filters and fill.
